All Croatian carriers offer cheap 'start packages', which contain a SIM card topped up with the amount of money that you have invested in your package (usually 20 HRK).

VIPnet

Vip's prepaid start package is called Vipme box. It costs 20 HRK and contains a SIM card with 20 HRK on the account. If you need microSIM card, you'll have to pay 100 HRK, but in that case you'll get 20 HRK on the account.

Vip also offers Prepaid Tariff International, which comes with Vipme International Box. That start package is cheaper than the regular one and costs 10 HRK. International Tariff also might be a very good choice for you, depending on where you come from.

Tomato's prepaid package is called Tomato box and it also costs 20 HRK for a SIM card with 20 HRK on the account. Tomato has another package that might be interesting for couples - Tomato duo box, i. e. two SIM cards for only 25 HRK.

Hrvatski Telekom

T-Mobile, i. e. Simpa also offers a prepaid start package. It costs 20 HRK as well and, you guessed it, has 20 HRK on the account.

Bonbon's start package will cost you the same amount - 20 HRK for SIM card with 20 HRK on the account.

Tele2

Tele2's basic prepaid start package costs the same as the previous ones - 20 HRK and it has 20 HRK on the account.

Start packages can be bought at operators' stores, but in thousands of partners' stores as well - from technical equipment shops to many supermarkets (e. g. Konzum) or newsstands (e. g. Tisak and iNovine).
